GOAL 1: Develop & Integrate IP-enabled Communications Towards Next Generation Emergency Services to take full advantage of the functionality empowered by IP broadband network technologies and evolve towards the next generation of emergency services supporting Total Conversation (voice, real-time text, video and data) and rich emergency data exchange between citizens, Public Safety Answering Points (PSAPs), Emergency Response Organisations (EROs) and First Responders (FRs), contributing to enhance overall emergency situational awareness and services’ interoperability.
GOAL 2: Develop Innovative Emergency Apps specifically for citizens and FRs, extending the benefits of the advanced IP-enabled features of the NEXES System to the field and delivering advanced functions provided by most commercial-of-the-shelf (COTS) smartphones and tablets (e.g., rich displays, multi-sensors, location, multimedia support, voice-text-video capability, push messages/alerts). These Apps consider the requirements of citizens experiencing disability or special needs (elderly, early migrants, tourists). Applying sound ethical and privacy-by-design principles (see GOAL 6), NEXES adopts a democratic (IP technology empowers a set of communication channels and beneficiaires may select their channel of choice), universal (TC functions) and inclusive (IP communications present channels that accommodate the needs of all citizens, including particular society groups, namely those experiencing physical disability or impairment and those with special needs, such as the elderly, early migrants and tourists) approach, establishing a direct, user-intuitive and transparent link between citizens and ES, fostering societal acceptance.
GOAL 3: Produce Recommendations and Pan-European Standards to Leverage the Adoption of IP-based Next Generation Emergency Systems by PSAP operators, EROs and FRs, effectively leveraging its benefits in interoperable emergency response efforts. Via a Roadmap, emergency services gradually adopt NEXES, carefully planning an adoption process that fits the services’ own needs, requirements and ambitions. The NEXES effort on design principles, interfaces, reference implementations, core functions and Application Programmer Interfaces (APIs) produce contributions to future pan-European standards and regulations applicable to the public emergency sector, enabling market competitiveness (promote EU market) and producing tangible benefits (advanced emergency services) for society.
GOAL 4: Develop the NEXES Testing Regime and Validation Framework to test all NEXES components, as well as its seamless integration, and validate the whole system’s performance at a Technology Readiness Level (TRL) of 7 in a controlled environment that replicates real operational conditions of emergency services. This framework includes a testbed, considering end-users requirements, standards and relevant protocols (namely with respect to emergency calls’ identification, routing and location), being designed as an open platform, so it may be also used to test other implementations of IP-based next generation emergency (NG112) systems and, consequently, contribute to the ongoing standardisation effort to build NG112 products and services in Europe.
GOAL 5: Design NEXES to Suit End-Users Needs, Requirements and Ambition based on valuable contributions from the wide NEXES end-users community (partners and advisors), extensively experienced with daily emergency activities in Europe and beyond (Belgium, Finland, France, Greece, Italy, Romania, Slovenia, Sweden, Turkey and the United Kingdom). Identifying current services’ gaps and limitations, NEXES promises to deliver a true systematic research insight to the reality of ES, supported by NEXES validation and demonstration activities. Citizens are also a key end-user of NEXES, capitalising directly of NEXES development of adequate democratic, universal and inclusive emergency tools for the effective engagement of all citizens, including those experiencing physical disabilities or special needs (elderly, early migrants, tourists), with PSAPs and FRs in emergencies.
GOAL 6: Design NEXES according to the EU Ethical and Legal/Regulatory Framework applying privacy- by-design principles and a democratic, universal and inclusive approach, NEXES Apps align with the full and ethically responsible end-to-end exploitation of the new functionalities empowered by IP-enabled communications. The end goal is to obtain a NEXES System that upholds the EU legal and regulatory framework, ethical principles and fundamental rights.
GOAL 7: Incorporate Existing ICT Solutions and Standardisation Efforts in NEXES to Promote Interoperability with components available on the market (e.g., VoIP, IMS, SIP components), as well as systems and Apps developed in-house by NEXES partners. NEXES abides to existing standards on IP communications, alert protocols and emergency-related components (e.g. CAP, IETF and 3GPP) to promote interoperability in emergency services. NEXES partners’ solid operational capacity and existing knowledge, standards, products and applications promote a cost-effective rationale to the delivery of added value IP broadband communications for emergency services.
GOAL 8: Develop Campaigns of Demonstration and Wide Dissemination Reach Across Europe and Beyond that demonstrate and validate the NEXES System and Apps at or above TRL7 in multiple emergency management centres across 9 EU Member States and Turkey. The NEXES Campaigns occur in well-controlled environments and test the simultaneous use of voice, data, video and real-time text communications using 112 over the Internet. The extensive body of empirical evidence gathered is deemed instrumental to establish the end-users’ validation of the NEXES System and Apps and the production of comprehensive NEXES Recommendations. These results will be the basis of an intensive and target dissemination effort involving all NEXES partners and End-users community towards emergency services and citizens, including those with disability or special needs.
